The occurrence of the 9·11 event in 2001 marked a new phase in the global fight terrorism,the global counter-terrorism has ushered in a new upsurge and has forced a flattening of the organizational structure of international terrorism,the modernization of means,the localization and rejuvenation of terrorists,the generalization of the means of attack and the civilianization of the targets of attacks.At the same time,the threat of terrorism in Britain looms large.The political fallout from the missteps in British policy in the Middle East,the terrorist attacks in the UK are frequent,and the deepening of social divisions in the economic sectors;On the social front,social problems such as colonial and immigration in British history have led to the loss of national identity,and with the deliberate incitement of some populists and extreme right-wingers,the increased hostility of some British natives to the foreign community,has created a destabilizing effect on society and increased the possibility of terrorism These domestic and international factors have driven the UK to start building and improving its own counter-terrorism system.Britain’s counter-terrorism system is the product of Britain’s long experience in counter-terrorism,which consists of four parts.The first is the CONTEST series of counter terrorism strategy papers,which serve as a central guide to the British anti-terrorism philosophy and objectives,providing guidance for counter-terrorism efforts in various counter-terrorism units,and secondly amending the Act as a legal basis for combating terrorism,with the police and special forces as counter-terrorism Enforcement Force;Thirdly,the counter-terrorism intelligence system,consisting of the Directorate of Security,the Secret Intelligence Service,the government communications headquarters,the Defence Intelligence Staff and the joint terrorism analysis center,to provide intelligence technical support and early warning of counter-terrorism information for counter-terrorism efforts;Finally,the participation of social institutions has assisted in furthering counter-terrorism efforts.The British counter-terrorism system in the POST-9·11 era has been constantly readjusted in its counter-terrorism philosophy,its counter-terrorism body and its counter-terrorism practice,the two trends of its transmutation are mainly from passive strong mode to active governance and from elite-oriented counter-terrorism to anti-terrorism for all.The British counter-terrorism system still has such problems as democracy,human rights and inefficiency,but its rich experience in counter-terrorism has far-reaching implications for the world’ s fight against terrorism.
