Research On The Approach Of Governance Of Ethnic Conflict: Institutional Engineering

Institutional engineering,which can achieve a certain political vision by institutional design,is the most important approach of ethnic group conflict governance.There are two paradigms in Institutional engineering——Consociationalism and Integrationism.This study examines in detail the institutional structure of the two major models and the successful failure of the Consociationalism and Integrationism in Bosnia and Herzegovina,Papua New Guinea,and Lebanon.From the theoretical construction and practical application of the two major models,it can be seen that the current discussion in the academic world presents a fragmented picture.The lack of macro-level grasp and fair cognition and the grasp of the two models do not lie in the general discussion of their pros and cons,but instead focus on the different types of ethnic conflicts and the respective applicability of the two models.The selection of conditions for the model to incorporate institutional engineering research is a possible space for institutional engineering and a new point of academic growth.It is necessary to consider the different types of ethnic conflicts(the number of ethnic groups,the population size of ethnic groups,the geographical distribution of ethnic groups),and consider the respective advantages of the two models(taking into account the unbalanced distribution of resources among ethnic groups and the strong ethnic groups for disadvantaged ethnic groups).Institutional discrimination,strengthening national/central government capacity,and controllably implemented in emerging democracies.)However,if ethnic and political elites lack the willingness to cooperate,then both models are unable to exert the institutional effectiveness of eliminating ethnic conflicts.Finally,judging from the diachronic level,the governance of ethnic conflicts is viewed as an institutional engineering approach.It should be a dynamic process with gradual characteristics.The governance of project ethnic conflicts will be a long-term process.Governance of ethnic conflicts should be taken.Diachronic process analysis,this project includes the following stages:the order phase,cooperation and incentive phase,integrated multi—cultural fate community governance strategy.And the governance of ethnic conflict should be a dynamic project with progressive process from a diachronic viewpoint.The project contains the following stages order policy,cooperative incentive policy and 'culture—destiny'community strategy.
