International NGOs (INGOs for short) have played a crucial role in the growth of China’s third sector since China’s reform and opening-up, with their advanced management mode, programs, funds and knowledge. However, INGOs still face big challenges such as entry barriers, legitimacy difficulty, non-acclimatization and sustainability problems. In order to survive and function in China, INGOs must combine its work with Chinese local conditions and make necessary adaptive changes. Though localization of International NGOs in mainland of China is a hot topic in practice, there are little theoretical researches about it both at home and abroad.This paper focuses on the localization of INGOs in China. It aims to answer the core question of" How do international NGOs localize and contextualize themselves in China to fulfill their mission?" The paper firstly describes INGOs’strategy to cope with different environment in China, and the causes, objectives, content of localization, then it analyze advantages and disadvantages of localization, and the influence factors of the degree of INGO localization. Finally an INGO Localization Strategy Model is summarized.
