With the advent of the information age,the effects of the pieces can be masked by another,more explosive event,and the overwhelming news is the lack of sustained attention to an event.However,in the food industry this particular area can cause people to continue to concern.The 19 report clearly pointed out that the implementation of food safety strategy,so that people eat at ease,the importance of food safety problems in life is particularly prominent.In recent years,food safety incidents have occurred frequently,making food safety the focus of attention.For example 2011 lean Meat Essence Event,2014 year poisonous rice,Fu Hi metamorphic meat,2017 year Cadmium-contaminated rice incident,Hangzhou mega fake liquor case and other food safety issues.In the health of our citizens caused significant damage to the food market.At the same time people have a general worry about the attitude,resulting in a series of adverse reactions.However,in the food industry,directors,senior managers,front-line staff and other food safety production of direct participants,that is,internal personnel can be found in the first time food safety problems and effective solutions,can significantly reduce food safety incidents,reduce food safety problems caused by the harm.To eradicate food safety problems,internal reporting is an effective means,so encourage the internal reporting of food safety,establish the relevant whistle system to protect the internal informants,to promote the improvement of internal reporting system,thereby remedying the deficiencies of government supervision,the establishment of a new model of food safety supervision.As to the whistle blower system,there are some laws to explain and regulate it in western developed countries.This paper is mainly to draw lessons from the "Whistle Man" system in American countries and analyze the reasons and values of the whistle-blower system.Through the current situation of food safety supervision,this paper analyzes the causes of the problems in the implementation of the whistle-blower system in China,according to our practice,perfecting the "whistle-People" system corresponding to the food safety supervision in our country,widening the source of the Food Safety Supervision information and reporting the complaint way,and making efforts to establish a convenient and effective internal and external,it is the focus of food safety work to establish perfect food safety operation standard and practical internal supervision system.The article is divided into five parts:Part One: Food safety and whistle system.This paper expounds the meaning and evolution of the concept of food safety in China,the main analysis of China's food safety from the focus on food "quantity" change to pay attention to the "quality" of food,from the beginning just to meet the needs of life is now a significant economic impact,through data analysis that food safety is a problem can not be ignored,and analyzed the essential attribute and basic classification of "whistle-man system",according to its classification this paper mainly analyzes the internal reporting system of food safety supervision,that is,analyzing the internal reporting system of food security supervision from the angle of positivism and lawPart Two: The Empirical analysis and institutional demand of food safety supervision in China.This paper analyzes the food safety incidents in recent years by means of empirical analysis: This paper mainly introduces the problems of food safety supervision exposed by "Fu Xi metamorphic meat incident" and "Small workshop peddler",and analyzes the causes of frequent food safety and the problems existing in China's food safety supervision mode.The importance of perfecting the internal supervision system of enterprises is obtained.Part Three: The situation and cause analysis of the application of whistling system in food safety supervision in China.Firstly,this paper analyzes the current law of the internal supervision system in our country,and unifies the present situation of China's legislation,expounds the predicament and cause of the implementation of the whistle-blower system in China,and the necessity of constructing the whistle-man system in the Food safety field.The importance of perfecting the "Whistle Man" system from practice to theory is discussed.Part Four: The extraterritorial investigation and revelation of the whistle blower system.In the context of the "whistling system" of the United States and the "internal reporting system" in Japan,this paper analyzes the promoting effect of the whistle-blowing protection law and the Public Service bulletin on the construction of whistle-blower system,and introduces the important role of the internal supervision system of food enterprises in food safety supervision in USA and Japan.And find the place we need to learn from.Part Five: The countermeasures to improve the whistle-man system in food safety supervision in China.From the legal system level,the need to strengthen the legal protection of internal informants,perfecting the way of collecting and distributing the bonus,clarifying the responsibility of the food participants,realizing the joint participation,remedying the deficiencies of supervision,making full use of the large data platform,digging up the Food safety supervision information,analyzing the data information,using the potential value ofthe great data to define the responsibility of enterprises and to deal with the problems of food safety supervision from multiple angles.
