Study On The Application Of PPP In Urban Sewage Treatment From The Perspective Of Supply-Side Reform

The 2017 Central Economic Work Conference emphasized tha t “the ultimate goal of Supply-Side Reform is to meet demand,and the main direction of Supply-Side Structural Reform is to improve supply quality.The fundamental ap proach of Supply-Side Reform is to deepen reforms.” Providing public goods and doing publi c services is an important function of the government,and it is also an important part of advancing structural reforms on the supply side.With the further advancement of market-oriented reforms in the infrastructure industry,Public Private Partnerships(PPP)has become a normal work of the Chinese government.PPP is an important institutional innovation that promotes Supply-Side Reform of the public service,and is an effective institutional arrangement for the government to improve the quality and efficiency of the public service.PPP not only helps that the market plays a decisive role in the allocation of resources,but also puts forward new requirements for the operation and management system of PPP projects and government management capabilities.However,due to the influence of various internal and external factors,PPP still has some problems in practice,which will naturally have a major impact on the provision of public services.To overcome difficulties and obstacles and create a quality environment for PPP,what kind of countermeasures the government and society should take is an issue worthy of attention.Thesis tries to use Effective supply theory,Public Goods Theory,Public Utility Privatization Theory,Multi-center Governance Theory,Principal-Agent Theory as the basis for academic interpretation,and analyzs in detail the necessity of the application of PPP in urban sewage treatment,that is,PPP is an objective requirement to further rationalize the functional relations among government,mark et and society;PPP is an essential requirement for providing quality and efficient public services;PPP is a specific requirement for alleviating government financial burden and preventing financial risks.At the same time,the paper combines the case of the sewage treatment and municipal drainage service purchase in Chizhou City,Anhui Province,and briefly summarizes the practical value of the Chizhou PPP project from the perspective of Supply-Side Structural Reform.On this basis,the author further ana lyzes some problems about the Chizhou PPP project,including PPP management agencies have not yet been established,the low degree of public participation,the supervision mechanism is not perfect,the performance evaluation system needs to be improved,and laws and regulations are not perfect and so on.To solve these problems,the author conducted a deeper analysis of the reasons for the existence of the problem,for example,the supply side has insufficient supply;Insufficient development of market economy;Incomplete government functions;PPP project operating mechanism is not perfect;PPP governance system is not perfect.Then,basing on the beneficial experiences of the United States,Britain,France,and Canada in the marketization reform of urban sewage treatment,the author tried to propose policies and suggestions for further improving the application of PPP in urban sewage treatment,including improving the relevant legal system,creating a good legal environment;promoting fair competition,fully developing the socialist market economy;accelerating the transformation of government functions and strengthening government construction;innovating the PPP project management operating mechanism and improving the PPP management system etc.
