| Reform is the trend of historical development.All countries and nations must be reformed as they enter modernization.The reform of the political system is the basis and guarantee of other reforms.In November 1986,the Lao People’s Revolutionary Party held its fourth national congress.The meeting proposed that the government will carry out a series of political and economic reforms to explore a new path of socio-economic development.This opened the prelude to reform and opening up in Laos,Laos,the pace of political reform has accelerated.According to the achievements made by Laos in recent years,the current GDP growth rate has maintained a rapid growth of more than 7% annually.According to a report released by the World Bank,the Laotian economy will grow by about 7% annually from 2017 to 2019.The sustained and rapid growth rate achieved in the economy is inextricably linked with the reform of the political system in Laos.This article first introduced the international and domestic background of the political reform in Laos.In the foreign context,this paper captures the main contradiction,mainly from Vietnam and China,which have a greater impact on the choice of the party and government system in Laos and the political system reform.In the domestic context,this article introduces domestic political,economic,and social backgrounds,and the inherent constraints on the political reforms in Laos.The Lao political system was comprehensively sorted out from the aspects of the ruling party,the constitution and the legal system,the administrative system,the personnel system,the electoral system,the relationship between the central government and the local government.Furthermore,the achievements of political reform in Laos were summarized from four aspects: the degree of political democracy,the honesty of officials,the state of the construction of the legal system,and the efficiency of the government.It also pointed out that the main problems in the political reform in Laos include the lack of democratic supervision and supervision mechanisms,weak awareness of democratic supervision,excessive concentration of power,and loose contact between the government and the public.Finally,from the economic reform as the center,the institutionalization of the people’s democracy,the openness of government affairs,and the experience of China’s political system reforms,we will put forward specific countermeasures and suggestions for the further reform of the Laotian political system. |
