A Study On The Relationship Between The Characteristics Of Local Civil Affairs Officials And The Development Of Social Organizations

As one of the main functions of local government to manage local social administrative affairs,local civil affairs departments bear the management affairs of local social organizations,and have close ties with local social organizations development.Using local civil affairs officials of 28 provinces(excluding Hong Kong,Tibet,Xinjiang,Qinghai)in 2008-2016 years as the research sample,and the theoretical basis of bureaucratic behavior theory,resource dependence theory and promotion perspective,this paper research the effect of characteristics of local civil affairs officials,including age,tenure,predecessor and disposition,on social organizations development.The results show that:(1)the effect of age and disposition of local civil affairs officials on development of social organization are not significant;(2)the effect of term of local civil affairs officials on development of social organization represents U curve;(3)the predecessor of the local civil affairs officials on development of social organization is significantly,but negatively correlation.That is to say,local civil affairs officials promoted outside are more conducive to promoting the development of local social organizations than civil affairs officials promoted in the civil affairs system.In order to improve the development of social organizations,the paper puts forward the following countermeasures:(1)the transformation of local civil affairs officials in the concept of the development of social organizations;(2)strengthen the horizontal communication between local civil affairs departments and other functional departments;(3)ensure the relative stability of local civil affairs officials' tenure;(4)improve the local civil affairs departments work incentive mechanism.
