| County economy,as the main basic unit of national economy,80 percent and 60 percent of China's population and GDP are concentrated in the county economic system.Since China's reform and opening up,the county economy has occupied an increasingly important position in the national economy.Therefore,the research on county economy has been highly valued by the government and academia.In the course of economic development,there will also be some problems and contradictions.In order to adapt to the development of the economy and the needs of the actual situation,the county government how to deal with the problem in the development,promote the transformation and upgrading of economy,which requires local governments must make reasonable choice,ensure the steady and rapid economic development.This article combs the basis of the economic transformation and upgrading and the government behavior theory of the county area,take Hua Long district for example,the government function theory as theoretical tool,use literature analysis,case analysis,investigation methods,puts forward the transformation and upgrading of the county government behavior problems:(1)The economic management function performance does not reach the designated position;(2)Insufficient supply of public service functions;(3)Unclear positioning of functions;(4)Insufficient efforts have been made to guide enterprise innovation.The causes of the existing problems are analyzed in depth.(1)The lack of traditional government administrative concepts and the lack of legal administrative concepts.(2)The tendency of "self-interested" in the process of government administration;(3)The restriction of government conduct and the imperfect system of power supervision;(4)Shortcomings in the existing performance appraisal system.(1)Strengthening the economic management function of county and district governments;(2)Strengthening the supply of public services;(3)Reorientation of the role of the government;(4)Guide enterprise innovation. |
