A Study On The Government Behavior In The Process Of Industrial Cluster Transformation And Upgrading

As a new form of economic organizations,industrial clusters plays an important role in promoting the development of local economy and shaping regional brands.because of its relatively concentrated geographical location,there are natural advantages in accessing to information,transaction costs and attracting talents to the cluster of enterprises.Industry cluster,according to different standards,is divided into different types,according to the research of this paper,of small,medium-sized enterprises spread model and MIMO model,leading enterprises add network triple form.Industrial cluster theory of transformation and upgrading is divided into technical innovation and core competence theory,which is a hot spot studied by current academic circle.The market,this invisible hand,plays a leading role in the upgrade of industrial cluster,but because of the existence of interest,market failure,the visible hand of government can not be ignored,the government should promote the transformation and upgrading of industrial cluster.First,government should clarify its function orientation,determine the path of transformation and upgrading,formulate the economic and social development of industrial policy,thus can provide protection for the transformation of solid elements of the upgrading of industrial clusters.This article is divided into seven parts.The first chapter is the introduction,mainly expounds the research background and significance of the transformation and upgrading of industry clusters.The chapter promotes status of domestic and foreign theories on the research thought and methods of transformation documentation of industrial clusters.The second chapter introduces the basic theory of the transformation and upgrading of industrial clusters,including the concept,connotation,and characteristics,cluster advantages and development type,and analyzes the necessity and meaning of the transformation.The chapter analyses the core competitiveness theory,the theory of technology innovation and those relationships to the government.The third chapter analyzes the examples of special automobile industry cluster of Liangshan county,including the governmental intervention,evaluation,target and status of Liangshan special automobile industry cluster.The fourth chapter analyses actions of other governments,including the experience of promoting industrial clusters in Hubei province and Liaoning Tieling.The fifth chapter discusses the choice of governmental behaviors,analyzes the theoretical basis of the governmental intervention,the potential problems,methods,path and industrial choices,and factors' security selections.The sixth chapter puts forward some suggestions to the government of Liangshan county.The seventh chapter is the conclusion of this article,including the basic conclusions and prospects.
