Industry is the leading industry of national economy and the "reassuring pill" for stable economic growth.At present,it is an important period for the country to realize the transformation and upgrading of industrial industry.The development mode of industry is still high investment,high energy consumption and high emission.The degree of dependence on resources is still high.The ecological environment bears unprecedented huge pressure and severe situation.It is necessary for the times to develop the industrial system with high level of science and technology,low consumption of resources and high environmental benefits.The inevitable choice is to push forward The transformation and upgrading of the mobile industry will achieve scientific,coordinated,green and sustainable development of the industrial industry.The government plays an important role in promoting industrial transformation and upgrading.It is necessary to "make the market play a decisive role in resource allocation,better play the role of the government,and promote the development of new industrialization".The decision of the Central Committee of the Communist Party of China on comprehensively deepening the reform of ruoqian major issues points out that "it is necessary to effectively transform the functions of the government,deepen the reform of the administrative system,innovate the administrative management mode,enhance the public trust and executive power of the government,and build a government under the rule of law and a service-oriented government",which gives a new era significance to the transformation of the functions of the government and the construction of a service-oriented government.This study takes p County as an example to study the current situation of government function performance in industrial transformation and upgrading.Based on the theory of new public service,stakeholder theory and service-oriented government,it analyzes the current situation,problems and Countermeasures of industrial transformation and upgrading in P County by using literature analysis,case analysis and other research methods.The results of this study show that there are some problems in the performance of P county government's functions,such as the poor business environment,the weak service guarantee,the insufficient guidance of science and technology investment,the imperfect infrastructure,the poor industrial planning and layout.Through the study of these problems,we can formulate the Countermeasures in line with the local conditions topromote the transformation and upgrading of industrial industry and the development of regional economy The government's planning and guidance,innovation fund support system,innovation service to create a good environment,investment promotion to promote the transformation and upgrading of industrial industry,guide enterprises to strengthen their own innovation capacity building and other aspects,specifically and pertinently solve the practical problems of P county.
