In today's society,corruption has become a widespread social phenomenon and affected almost every walk of life.According to the statistics of Transparency International which is well-known as an international anti-corruption organization,the corruption in the field of public projects has been more and more severe all over the world.China is no exception.At present,China is opening a new era of building a well-off society and the great renaissance of the Chinese nation in an all-round way,therefore a large number of public projects related to the national economy and the people's livelihood continues to be launched,nevertheless,the number of government officials who committed crimes has been increasing all the time,due to their intervention in those projects.So,it is very significant and urgent to explore the causes of corruption and take the corresponding countermeasures to combat it,because on one hand,it can provide a strong guarantee for the healthy development of our national economy and reduce financial losses;on the other hand,the improvement of the quality of public projects and the openness will also help to enhance the credibility of the government.Finally,through learning the experience of western countries,we can accelerate the transformation of government function,promote the reform of government public service,and further optimize the management mode of public projects and promote the healthy development of engineering industry.In this paper,the characteristics and causes of corruption are inquired into by consulting the relevant research literature both at home and abroad.Three methods have been mainly adopted,namely literature analysis,comparative analysis and typical case analysis.After studding the advanced anti-corruption experience in some developed countries,consideration of countermeasures has been put forward.Specifically,the first chapter discusses the significance of the research on anti-corruption of public projects,the current research situation both in China and foreign countries,as well as methods adopted in this research.The second chapter mainly introduces the core concepts and theoretical basis;The third chapter analyzes the characteristics of corruption in domestic public projects and then the causes of corruption from the perspectives of history and culture,management and the cost of corruption are discussed.The fourth chapter compares and studies the anti-corruption models of public projects in Europe,Asia,America and Oceania,then a summary of their successful experience is made.Furthermore,some countermeasures and suggestions are proposed as well.The innovative theory of this paper is to establish the "multi-dimensional anti-corruption system".Besides,by combining with the author's work experience,a new model of "PPP + third-party supervision" for the government when choosing the mode of public projects has been offered,that is believed to help reduce corruption from the author's point of view.
