Risk And Countermeasure Analysis Of PPP Mode Application In Public Service Renovation Project

In recent years,urban shantytown reconstruction is an important strategy of China’s central government.Through the rectification of some old and dilapidated houses in cities,the basic housing needs of Chinese residents have been optimized,In order to promote the sustainable development of social economy and urban construction,the basic housing needs of Chinese residents can be met.From the perspective of Public policy and Public Management,PPP(Public Private Partner-ship)is the general term for the cooperation between enterprises and governments,has helped transform the role of government.It is of great practical significance to introduce PPP model into the project,which helps to solve the financing difficulties such as large investment amount and long period,and reduces the financial burden of the government.Because of the large capital demand of shantytown reconstruction project,the most critical problem in its complex project is the financing risk.On the other hand,China’s PPP model application started late,lack of experience in project operation,under such circumstances,how to carry out comprehensive risk management,reasonable risk avoidance,is placed in shantytown reconstruction project PPP mode application of an important issue.This paper adopts the logical thinking of finding problems--raising problems--analyzing problems--solving problems,and adopts the questionnaire survey method,AHP,this paper makes an in-depth study on risk management of PPP project.The main contents of this paper include the following three aspects: The first is to introduce the research background and significance of this paper.Through a large number of studies on relevant literature,the main problems combined with the case and the proposed research methods are proposed.The second is the case analysis,combined with the actual work,taking the shantytown reconstruction project of Tianjin H district as the object,through the project flow,from the point of view of the lending bank,analyzes the risk in its operation and puts forward the risk prevention proposal.Thirdly,based on the theory and practice,the PPP project of shantytown reconstruction in h district of Tianjin City,and the relevant literature,the risk list is identified and the relevant risk structure model is established by using the DELPHI method,the results show that the risk of social stability,political risk and financing risk are the key risks of the project,and some countermeasures are put forward.
