Civil servants of a township government implement policies of the party and state at the grassroots level.Work performance of the civil servants directly affects a service quality of the government.Scientific,standardized and efficient performance assessment is beneficial to improve the work performance of township government civil servants and improve the administrative efficiency.At present,due to the restriction of management level and work particularity,the performance appraisal of civil servants in township government is still at a low level,and the lack of systematic and scientific evaluation on the moral character,ability,diligence,performance and incorruptibility of civil servants leads to a lack of fairness and justice in the performance appraisal results,which seriously restricts the development of individuals and organizations.In this paper,the township government in C district is taken as an example,current implementation of the performance assessment for the civil servants of township government is studied based on a performance management theory,problems in the current implementation of the performance assessment are found and deep causes for the problems are analyzed,and an optimal solution suitable for the township government is provided.Based on the investigation and analysis of the current assessment system of the township government in C district,problems in the current assessment system are found,such as,appraisal goal orientation deviation,imperfect assessment institutions,indistinct assessment indicators,unfair assessment results.Therefore,performance assessment does not play a due role.The causes of these problems are the lack of understanding of the importance of performance assessment,the lack of systematic and effective performance assessment methods,and the specificity of township government work or the like.Following a public sector human resource performance management theory,measures for improvement are provided by the author based on investigation and analysis.The measures for improvement are accurate orientation for assessment;perfect assessment institutions;scientifically set assessment indicators,refined indicators allocated with indicator weights;fair assessment results,appropriately increased assessment subjects,enhanced usual assessment,and clarified conditions for each grade;enhanced communication for assessment;enhanced feedback effect of assessment results on incentive;emphasized material incentives,enhanced spiritual incentives and promoted political incentives.
