Research On Dilemma And Countermeasures Of Local Governmental Environmental Petition

With the rapid development of the economy,people's living standard have enhanced greatly.But the heavy environmental pollution and ecological destruction have affected people's daily life.At present,with the increasing awareness to the environment protection,more and more people are willing to choose environmental petition to protect their legal rights.Environmental petition work is a part of environmental work,it's an important method for environmental protection bureau to Improve the environmental quality,protect people's interests,promote social harmony.So,it's meaningful to solve people's environmental petitions.With the rapid development of the Internet,cloud media and we media have occurred.Environmental petition work become much more convenient.Environmental petition has become one of the issues that the public pay close attention to.Potential environmental petitioner continues to increase.The issue of environmental petition is becoming more complex and diverse.Focused on local government environmental petition work,this paper explains some concepts,categories,institutions,resources and results.Based on survey in S City,Jiangsu Province,analysised the quantity,type,location and time of the environmental petition complaint.In conclusion,the dilemma of local governmental environmental petition work can be summarized in three ways:first is the prevention and combating of environmental pollution,second is the heavy pressure of the grassroots environmental protection bureau,third is the petitioners' interference lead to unsatisfying results.At last,there are three measures to improve local governmental environmental petition work,first is to control and prevent the environmental petition,second is to innovate working methods,third is to sound mechanism,especially through the rule of law to enhance environmental governance capacity.
