| With the continuous progress of China’s urbanization process,the proportion of rural population to the total population is decreasing year by year,and the living standard of rural residents has also been improved.But due to various factors such as economy,politics,geography environment,the influence of our country rural area at present there is still a lot of poverty,the population of perennial life in the region below the local minimum life,need change the poverty,rural subsistence allowances system is built for solving this problem.Tongliao city policy effect is remarkable,since the implementation of the villages to help a large number of rural poor people out of poverty,but also exposed many problems at the same time,low standard is not reasonable,low capital regulation,low participation of target groups.Based on the present situation of rural low insurance policy in tongliao city,this paper analyzes the implementation model of the Smith policy,and tries to find the solution to the problem of the implementation of rural low insurance policy in tongliao city.This paper is divided into five parts.The first part is the introduction,which introduces the background of the topic selection,the theoretical and practical significance of the research,the current research status,research methods and possible innovation points.The second part is the basic concept and theoretical outline,which mainly includes the basic concept and the connotation of Smith’s policy implementation model.The third part analyzes the present situation and problems of the implementation of rural subsistence policy in tongliao city,mainly including the status quo and existing problems of the implementation of rural low-maintenance policies;The fourth part analyzes the problems existing in the implementation of the rural subsistence allowance policy in tongliao city.The fifth part is the suggestion and countermeasure,based on the actual situation of tongliao city,combined with the Smith policy implementation model,and put forward the policy Suggestions for the implementation process of the rural low-maintenance policy in China. |
