Prohibition And Restriction Of Motorcycles And Electric Vehicles Movements Policy Implementation Problems In Guangzhou Province Under Smith Model

Guangzhou province is one of the most important cities in China,under the background of our country's strong advocacy of safety travel,the government introduced the ‘Prohibition and Restriction of Motorcycles and Electric Vehicles Movements Policy ',but the results are not great.Implementation Problems of the policy has an important significance to regulate the behavior of the local government,to protect the safety of the people and to enhance public awareness of the safety,so this paper chooses this policy as the research object,and knows more about the policy's realistic situation,analyzes the reasons of the problems of this policy.This paper is based on Smith Model theory and trying to find proper ways to solve the problems,so that the local government will pay more attentions on the people in Guangzhou,enhance the quality of their own abilities and promote an orderly implementation process.The article can be divided into five parts.The first part is the introduction,mainly introduces the purpose of the topic,meaning,research background and research methods,also lists the innovation of the paper,and constructs the research framework of the paper.Part two is the theoretical exposition and related basic concepts,explains the concepts of the policy implementation and the policy itself,it summarizes the connotation of the Smith Model,including idealized policies,implementing agencies,target groups and environmental factors.The third part is the current situation and the problems of the policy,analyzes the current situation of the policy,excavated out the problems in policy implementation process,such as the public value is not furthest achieved,the lack of enforcement and it has no effective support from the public and failed to fully consider the status of traffic problems.The fourth part is the analysis of the causes of the implementation problems,this part analyzes the influencing factors of the existing problems in the implementation process,and it is mainly from the aspects of the public value of the policy,the lack of government intelligence in the implementation process,the lack of effective support of the policy implementation process and the policy did not fully take the traffic status.The last part is the research of the countermeasures of the policy,this part starts from the existing problems of the policy,puts forward the countermeasure of reshaping the value orientation of the policy,strengthen the relevantdepartments to implement,try to get more supports from multi-party,integrate the traffic environment in Guangzhou and optimize the implementation of the policy.In this paper,the combination of research methods of theoretical and literature analysis provides a multi-angle analysis for the policy in Guangzhou.At the same time,innovations in research perspectives and research methods can provide a better solution for the implementation of the policy.And also enrich the new experience for the implementation process of various of policy in the future.
