The Study Of Harbin Urban Public Traffic Management From The Perspective Of Gerry Stoker's Governance Theory

Urban public transport,as an important part of the traffic,plays a vital role in the construction and development of the city.Good urban public transport network structure is not only convenient for citizens to travel,but also conducive to the urban economic base and urban culture construction,so establishing good urban public transport system is very important.Under the guidance of government policy,the majority of city publi c traffic city in China has made some development,but different city development situation has different policy,according to the economic,social and geographical situation,the city public transportation system development,but there are some problems in public traffic management.In this paper,the capital city of Heilongjiang in Harbin Province as an example,investigation of Harbin city public transportation development,found in Harbin city public transportation development issues,according to the a ctual situation analysis,by governance theory put forward reasonable countermeasures and suggestions,in order to improve the status of public transportation development in Harbin City,to provide services the quality of public transportation for the masses.Firstly,this paper introduces the present situation of the research background and significance,the domestic city public traffic outside the writing of this thesis and the research ideas of the paper and the main method,the accurate interpretation of the specific content of city public transportation,meaning of city public traffic property and governance theory,and describes the governance theory in city public transportation the development of the application of the.Secondly,this paper introduces the development status of the city of Harbin city public transportation,and some problem about the situation of the urban public traffic of Harbin City.Find the specific problem analysis,pointed out that the causes of this problem are government responsibility,poor play of public transportation market mechanism is not perfect,all sectors of society in terms of public transportation low participation.Finally,according to the five principles of Stoker's governance theory,different countermeasures are proposed for different causes of the problem: the responsibility of the government as the main body is defined,including the planning of the urban roads and public transport policies;the responsibilities of relevant subjects are clarified,especially it is necessary to clarify the responsibilities of the government;strengthen the collaborative management of all departments,including the need to get rid of rights;establish an autonomous autonomous network of urban public transport governance,including the creation of feedback channels and strengthen the people's awareness of the civilization of transportation;explore new ways of urban public transport governance and new approaches include new management methods and the introduction of technology and talent.This paper aims to solve the problem of urban public transportation management in Harbin by analyzing the situation of urban public traffic management in Harbin and the application of Stoker's governance theory.At the same time,it also expands the practical case of Stoker's governance theory and guides the practice of the theory.The theory of practical enrichment not only solves the problem of urban public traffic management,but also promotes the development of Stoker's governance theory.
