Under the challenges of urban governance in metropolis,we are faced with the problem that is the situation of multiple agents participate in collaborative governance.In this paper,by using the theory of good governance,social capital theory and the theory of complex adaptive system,it investigated and analyzed the governance practices of the backstreets of Beijing core area adopting the methods of questionnaire,interview and so on.At last,the following points are drawn.Firstly,based on the theory of good governance,the key to governance is putting the street of leadership in the core role,and it analy zes the multi-subject cooperative relationship between the chairman,the residents,the property companies,the social organizations and the neighborhood committee merchants.Secondly,on the basis of network,trust and normative indicators,this paper discusses the cooperative relationship between the main members of the council,including the mayor,the community secretary,the volunteer representative,the resident representative and the merchant representativefrom the perspective of social capital theor y.They are related to each other and form a trusting relationship in the network,which promotes the cultivation and development of the cooperative relationship.Lastly,the pluralistic subjects of complex adaptive system theory are equally consulted and adapted to each other in the negotiation platform.Every subject has changed its behavior in the process and established an internal model of equal consultation and a unified identification mechanism,which will promote the co-evolution of multiple agents.In this paper,through the analysis of the questionnaire data of 400 people,it is concluded that the indicators of subjective cooperation are positively correlated with indicators,networks and trust measures.However,in terms of property fees,demolitio n,parking fees and other indicators related to the problem of residents' interests,it indicates that the regulation has not reached the conclusion of positive correlation with the main body.In addition,there are still some problems that don't work toge ther,which are the lack of participation in governance practices,the lack of governance nodes,the lack of a fair host,and the issues concerning people's livelihood.Finally,the article puts forward some suggestions such as improving the cooperative re lationship to perfect the node as the core,improving the equal consultation mechanism,promoting the consistency of the target,subdividing the autonomous network and forming the network agglomeration.
