In 1990,the United Nations Development Programme(UNDP)brings the idea of Human Development.Over the past 27 years,the content and edge of Human Development have been constantly deepen and extended.Human Development achieves the following features: firstly,Human Development shall be every one's development.States should ensure that everyone has the capability and right to achieve a minimum level of Human Development.Secondly,Human Development is a process ofenlarging people's choices.Capability reflects the freedom of people's choicesof different lives.Human Development requires people's capability not to be deprived,so they are able to choose different lives and thus is flourishing.Finally,the minimum of Human Development is a life of dignity.A life of dignity requires everyone's capability to be cultivated,pullulated and fulfilled.Any deprivation of one's capability can lead to the reduction of dignity.The change of China's economic development from high speed to constant speed means that challenges and problems China facing cannot be solved by economic growth.As early as 1997,the UNDP will release China's Human Development Report,point out problems and challenges of China's development mode,and give policy suggestions.Under the vision that human is the purpose of development,China's development should be changed from increasing economic growth to improving the level of Human Development.From the perspective of Human Development,the protection of rights and the development of law should be "teach people to fish,rather than give them fish".
