| Due to the imperfect laws and regulations,government regulation is not in place,and lack of laborer ego to protect consciousness,pneumoconiosis class increased incidence of occupational disease,the lack of occupational disease prevention and control system has also led to many families overwhelmed,away failed to save lives.The mass incidents caused by occupational diseases have been increasing in recent years.As the main occupational disease types,pneumoconiosis disease often present social characteristics,the patient will spontaneously organized to strive for due rights and interests,the government and the government in dealing with such a mass social crisis means a poor way to right way,and easy to create conflict,lead to great social rebound and criticism,is not conducive to social stability,also does not help pneumoconiosis patients’ legal rights and interests safeguard.So the occupational disease type mass incidents of crisis management for government right,to address such mass incidents,strengthen social management and public governance,build long-acting mechanism of occupational disease prevention and control is of great significance.In this paper,a case study was conducted to investigate the causes and effects of water silicosis in jiangxi province,and to analyze the relevant measures of the government in dealing with the case.Combined with the case,the occurrence mechanism of occupational disease group event is summarized into three main reasons.Among them,the occupational-disease-prevention policies are not perfect,and the government has a direct reason for the disadvantages.The concept of economic development priority,the lack of social responsibility and the lack of self-protection consciousness of workers are the essential reasons.The occupational health technology department’s performance is not in place,the responsibility subject is difficult to implement is its institutional reasons.According to the analysis,this paper discusses the government departments should be how to correctly deal with such professional mass incidents,including improving the occupational disease diagnosis and treatment system,establish the laws and regulations related to the occupational disease diagnosis and treatment and early warning mechanism,guarantee labor rights,promote social harmony. |
