Study On The Origin And Process Of Enlarging Powers To Towns Reform:A Perspective Of Institutional Change

Research on the origin and process of Enlarging Powers to Towns Reform(EPTR),the mainstream research perspectives in the academic community include institutional supply and demand structure(IS),forces and stakeholders(FS)analysis perspectives.IS grasped the reform background relatively and accurately,expressing the necessity and feasibility of reform profoundly.However,the attention paid by IS to the intrinsic connections between the dilemmas of township governance and origin of EPTR was relatively insufficient,without clarifying the logical relationship between the dilemmas of township governance and origin of EPTR.FS comprehensively presented the forces and stakeholders in the process of EPTR,providing a practical premise to dynamically present the ebb and flow of EPTR.However,attention paid by FS to the logic of institutional change was relatively inadequate,and FS was not sufficient enough to present the clarity and completeness of the evolutionary logic of institutional change.Learning from previous research,this paper creatively introduces the analysis perspective of institutional change,viewing the governance problems of towns as the reform background,introducing forces and stakeholders,building a mixed institutional change analysis model of the origin and process of EPTR during the process of analyzing the interactive game among forces and stakeholders.The model proposes that under the interaction among stakeholders and forces,the origin and process of EPTR can be simply divided into three institutional change paths which are bottom-up,horizontal and top-down.Each institutional contains certain stakeholders,under the interaction of driving forces and restraining forces,the three paths develop by themselves,as well as being related to each other,promoting the process of EPTR.To further promote EPTR,the follow-up process of EPTR should focus on improving the driving forces orderly,eliminating the irrational restraining forces.This requires future reform to straighten the intergovernmental power and responsibility's relations,balance the intergovernmental interest patterns,strengthen the local government regime and public participation.
