As the common responsibility of society,the replacement of demobilized officers is toppriority related national security,military construction and social stability.In 2001,China promulgated "the Interim Measures for replacement of demobilized officers",which proposed thereplacement system of combining of government plans and the demobilized officers choosing jobs for themselves.It has received good results in practice.However,as the establishment and improvement of socialist market economic system as well as the further developing of China's reform,the current replacement of demobilized officers has gradually revealed defects severely and unadapted the market mechanism of employing persons.It has restricted reform process of the state and the army.The Third Plenary Session of the Eighteenth Central Committee of the Communist has proposed to improving policies of the replacement of veterans on the officer system of professionalism.Therefore,it has become a top priority to construct the new replacement system which is adapted of the current social development situation.The paper makes a comprehensive study on the resettlement policy of the military transfer cadres by using the literature research method and the interview method.reviews the historical evolution process of resettlement policy since the founding of the army,this paper expounds the demobilized army cadres resettlement policy implementation situation in our country at present,based on data from 2014 to 2016,transferred to civilian work situation of the country's analysis,find out the difficulties and problems existing in current military transferred to civilian work placement,research and analysis of the main causes of the problems,put forward the following six Suggestions:First,we should put the army cadres as a political task for constant attention;Second,we should strengthen the guidance of education;Third,to improve the system of resettlement system for the army's transfer industry;Fourth,we will improve the social placement institutions.Fifth,improve the human resources development of the army;Sixth,promote the strategic transformation of the way of resettlement of military personnel.
