The Impact Of Local Government Behavior On Regional Innovation Efficiency

Innovation is the soul of a nation's progress and an important driving force for the development of a country or a region.Today,innovation is a new driving force for the healthy development of the economy.To achieve high-quality economic development,advanced industrial structure,and social and economic stability are inseparable from innovation and development.Local government is an important factor in determining regional innovation capabilities.The importance of local government in China's economic development is self-evident.This paper analyzes the impact of local government's behavior on regional innovation efficiency from the perspective of influential mechanism and empirical test.Firstly the behavioral objectives and constraints of local governments,the characteristics of local government behavior in the new era,and the constituent factors of regional innovation were analyzed,and their impact mechanisms on regional innovation efficiency were also analyzed.Secondly,on the basis of analyzing the behavior of local governments and the composition of regional innovations,intellectual property protection,fiscal protection expenditure,infrastructure construction level,and financial subsidy input were chosen as indicators of measurement of local government behavior to empirically analyze and verify the impact of intellectual property protection,fiscal guarantee expenditure,and infrastructure construction level on regional innovation efficiency,and the reasonable range of financial subsidies on improving regional innovation efficiency was examed.Finally,on the basis of the research results,corresponding policy recommendations was put forward for exerting the functions of local governments,improving regional innovation efficiency,implementing innovation-driven strategies,and building innovative regions.This study finds that during the period of the review,the intensity of intellectual property enforcement has contributed to the improvement of regional innovation efficiency.The intellectual property system effectively protects innovation results and can motivate innovative subjects to create more scientific research results and provide effective institutional guarantees for regional innovation activities.The local government's financial expenditure on social security can create a good social environment and promote the efficiency of regional innovation.The improvement ofthe level of social security can improve the local government's economic and environmental capabilities and will promote the improvement of regional innovation efficiency.A good infrastructure construction can provide support for innovative production and promote the improvement of regional innovation efficiency.Regional economic development level and regional innovation efficiency have not been synergistically improved.Compared with regional economic development level,the level of regional innovation efficiency lags behind.Local governments should take advantage of the level of economic development,obtain regional economic competitive advantage through the improvement of innovation efficiency,and become an important choice for regional economic development.In the threshold effect analysis,the financial subsidy input was used as a threshold variable for threshold check.The impact of financial subsidy input on regional innovation efficiency has a double-threshold effect.Financial subsidy is put into the range of(0.2304,0.2335),which has a significant role in promoting regional innovation efficiency.According to the research results of this paper,the corresponding policy recommendations were finally proposed,including the need for local governments to adopt various forms of intellectual property protection systems;the role of fiscal systems in local government functions;and local governments financial subsidies for innovative production activities.Incentive system needs adjustment.Subsidy and the establishment of a regulatory mechanism for subsidy funds at the same time;local governments should regard innovation efficiency as an important driving force for regional economic development and bring government functions into a good environment for innovative production activities.
