Official Heterogeneity, Economic Growth And Environmental Quality

The party’s nineteenth report put forward the concept of "high-quality development",which aroused people’s attention to environmental quality.In the analysis of the effect of local government and officials on the environmental quality,it focused on the external incentives,the research on official heterogeneity remained to be enriched,and lack the mechanism between official heterogeneity and environmental quality.Previous studies tended to discuss the economic and environmental effects of official heterogeneity respectively,which broke the connection between the economic growth and environmental quality,ignored the important role of the economic growth when studying the mechanism of official heterogeneity on environment.By the systematic research of official heterogeneity,economic growth and environmental quality in this paper,not only did it enrich the study of the impact of official heterogeneity on economy and environment,and is conducive to study the mechanism of official heterogeneity on environment through the economy.In this paper,theoretical reasoning and empirical analysis are used.In the theoretical reasoning,theories of human capital,regional economic growth,fiscal decentralization,promotion tournament are the basis,then explore the effect of official heterogeneity such as tenure,source of communication,age,education background on regional economy and environment.In the empirical part,we verify the hypothesis by the method of dynamic panel model,then use the mediating effect model with the mediator of economic growth for empirical test,to explore the mechanism of official heterogeneity on environmental quality through economic growth.Relevant research hypotheses were testedThe study found that tenure and economic growth fit an inverted "U" type,while the relationship with environmental quality was "U".In general,communication between officials has a positive effect on economic growth,and has a negative impact on environmental quality.Officials close to retirement are enthusiastic about economic development,but less motivated to improve environmental quality.Officials with graduate degrees and above are instrumental in driving economic growth,but hinder the improvement of environmental quality.Official tenure,age and education all affect environmental quality through economic growth.Based on the above conclusions,this paper puts forward relevant suggestions.In this paper,we discuss the economic and environmental effect of official tenure,source of communication,age and education background,which supplements and improves the theory of official governance and local governance.By exploring the effect of official heterogeneity on environmental quality through economic growth,enrich the idea of research,and is conducive to clarify the ways in which official heterogeneity affects environmental quality,and promote the ability of environment management.In addition,this paper constructs the comprehensive index of environmental quality,and the sample of prefecture-level officials makes the results more convincing.
