Study On The Legal Countermeasures To Promote The Development Of Cruise Home Port In China

The development of the cruise industry is complementary to the construction of the cruise port and the foundation of the development of the cruise economy.The cruise industry is one of the most dynamic industries in the world at present,and the economic and social benefits brought by the cruise home port are enormous.At present,the cluster of cruise ports in our country is gradually improving,and many domestic coastal cities follow the example of foreign countries to build their home ports,forming a multi-regional cruise port group,and the reception capacity continues to improve.The cruise economy has become a new economic growth point.While pursuing the economic benefits of cruise ships,the construction of the home port is faced with a lot of thorny problems.The port construction lacks the whole national planning,the mature service and management mechanism,the attraction of the home port is poor,the profitability is low,and the supporting service is not perfect.The cruise home port is the base of the development of the cruise industry,the base for the supply of the cruise and the organization and distribution center for the passengers of the cruise.The construction and development of the home port of the cruise liner has an important position for the cruise industry.It is also the key point to protect and maintain the cruise industry.Although the development of cruise port construction in China is fierce,there are still a lot of problems.From the legal point of view,China has a lot of problems.The construction and development of the cruise home port has not yet formed a scientific systematization,and its construction and development are quite blind,and it lacks of special laws and policies to guide it.Therefore,this paper will analyze the problems existing in the legislation on the construction of the cruise home port.With reference to the relevant legislation of the United States and the experience of the construction of the advanced cruise home port,this paper puts forward some policy and legal suggestions for the construction of the cruise home port in China.The first part of this paper will focus on the introduction of the basic theory of the cruise home port and the comparison between the cruise home port and the port.In order to analyze and define the definition of cruise home port,the second part,this paper will draw lessons from the construction of international famous cruise ship home port-Miami port.And development experience,analysis of the development experience of the United States,Miami port,so as to draw inspiration from the construction and development of China's cruise home port;part three,Based on the introduction of the port management policy and the perplexity of the construction of the cruise home port in China,this paper analyzes the problems existing in the construction of the cruise home port in China.In 4th,according to the problems existing in the construction of the cruise home port in China and the present situation of the development of the cruise industry in China,the author puts forward some legal and policy suggestions for the construction of the domestic cruise home port.Through comparing with the international home port,and drawing lessons from the development experience of famous cruise ship home port in Miami,this paper analyzes the domestic cruise mother.The construction of the port is analyzed,and constructive suggestions are put forward for the construction of the home port of the cruise ship in China.
