“Aging with good care,dependence,amusement and security” is not merely the dream of contemporary senior people,but also demonstrates people's needs for a better life.By the end of 2016,Chinese elderly dependence ratio has reached 15%.It's predicted that it will rise to 28% in 2020.With the rapid growth of aging population,people are in growing demand of socialized elderly care which requires greater efforts of public sectors,resulting in increasing public expenditure.Nowadays elderly care is at the initial stage of the progress where local governments explores feasible policies,just like they cross the river by feeling the stones.While accumulating certain experience,they have confronted small scale of public spending on elderly care,unbalanced expenditure structure,low efficiency on subsidies,nonstandard government procurement,which will inevitably affects the effect of fiscal policies.Therefore,to give full play to fiscal policies on elderly care not only improves social welfare,but also addresses weak links and promotes healthy and sustainable development.Based on previous studies,this paper has an exhaustive discuss on the fiscal policies by using both theoretical and empirical analysis methods,hoping to propose effective suggestions on fulfilling government responsibilities especially for the most vulnerable groups and boosting elderly care development.The paper is divided into theoretical analysis,empirical study and policy suggestions.The first section(chapter 1-2)mainly clarifies relevant connotations,elaborates theoretical basis of quasi-public goods,welfare pluralism,new public management and fiscal policy tools to support elderly care,and further reviews available literature of fiscal support on elderly care.The second section(chapter 3-4)mainly builds fixed effect and random effect models by using panel data of 30 provinces in China ranging from 2001 to 2016,to study the effect of fiscal support on elderly care.Based on domestic policy practices of elderly care,this section analyses the problems in fiscal policies on elderly care and traces the causes.The third section(chapter 5 to 7)mainly studies the fiscal polices and practice of Britain,America and Japan,to absorb their successful practices,and finally comes up withpolicy proposals on improving fiscal policies to promote the development of elderly care.The paper draws conclusions from the above analysis.Firstly,the fiscal policies have an overall positive effect on elderly care with some differences,which indicates that governments should have more initiatives on fiscal support to get better performance.Secondly,clarifying the fiscal responsibilities and expenditure duties on elderly care is a crucial precondition for giving play the performance of fiscal policies and alleviating the imbalance of elderly care between supply and demand.Thirdly,we can't fully reply on governments to meet the demand of elderly care via public finance.Therefore,to guild and encourage the market and social organizations to participate in the supply of elderly care is as important as to carry out fiscal policies.
