Third-party Governance Model Entrusted By The Government

In response to the deteriorating environmental issues in our country,in recent years,China has vigorously promoted the third-party governance model of environmental pollution.The reality has placed great hopes on this model,and third-party governance in the environmental protection field will be the general trend.However,the current research on the third-party governance in the theoretical circle is mostly limited to practical content such as dilemma investigation and path optimization.The in-depth combing of theory is lacking,and the pertinent research on the government commission model is still blank.Therefore,this paper takes the third-party governance model entrusted by the government as the research object,and conducts theoretical and practical discussions.First of all,this paper forms the research content,research methods and technical routes based on the literature review.Secondly,in the part of theoretical explanation,on the basis of analyzing the connotation and characteristics of the third-party governance model entrusted by the government,the article has established the the operating mechanism of this model,and the advantages of this model are analyzed.In the case study section,the Yanping District of Nanping City was the case study object.Through interviews and field trips,we learned about the background,operational process,and positive results obtained of Yanping District's implementation of third-party governance.And based on case analysis,the article considers the inadequacies of third-party governance model under the government's entrustment.Finally,in response to the problems existing in this model,we try to put forward appropriate countermeasures.Through research,this article believes that in the third-party governance model entrusted by the government,the government is still at the core,although the introduction of third parties has promoted the change of government functions and requires the government to take the initiative to transfer its power and space,but it does not mean that the responsibility is completely laissez-faire.In fact,to make third-party governance run smoothly,the government's actions are still fundamental.Theoretically speaking,this article expands ideas and references for academic research on third-party governance,enriches the academic community's research on the model of government commissioning;In practice,it provides a new model for the promotion of third-party governance model entrusted by the government,The idea is to help the early realization of the "beautiful" new goals put forward in the report in the 19th CPC National Congress.
