Government Cooperation In The Inter-Regional Environmental Pollution Goverance As The Threshold Based On The Overall Governance

In the circumstance of regional economic integration, information network, city internationalization and the frequently flowing of modern society since1990s, complicated, varied and related public affairs increase gradually. The public affairs are not restricted to but surpass a certain administrative region, and become inter-regional affairs.The contradiction between Positive externalities of the environmental protection and the negative externalities of environmental pollution lessen the effect of inter-regional environmental improvement policy. What’s more, the typical public environmental problems break out inter-regionally rather than happen in accordance with the administrative division. However, in reality, there’s a confliction between the integrity of environment and the decentralization of local administration. On the basis of local benefits, some local governments just mind their own business without considering the holism; some even complain and pass the buck mutually.With the development of regional economic integration and the regional, integrated and complicated environmental problems, local governments should seek for multilateral and dynamic cooperation instead of minding their own business only, and form the public affairs handling cooperation network.In order to work out better strategies, this essay, on the basis of Holistic Governance theory, analyzes the difficulty of multilateral cooperation and the reason.The essay introduces the Tragedy of the Commons and Holistic Governance first; then analyzes the difficulty of multilateral cooperation in inter-regional environment improvement; then in the aspects of improvement concept, management system and operation mechanism, analyzes the deep reasons of the difficulty. At last, it puts forward the holistic strategies in accordance with the Holistic Governance.
