In the relations between China and Canada,the issue of human rights has always been "disturbing" China-Canada relations in an explicit manner.In addition to the“acts” of Canadian administration,party politics and media play important roles.But around the role of parliament in Canadian foreign policy,there has been a controversy in the Canadian academic community.Most scholars insist that the cabinet government has absolute power to make decisions in foreign affairs.Therefore,it is naturally difficult for the parliament to make a difference.Some scholars have questioned this and believe that the parliament can influence the government's foreign policy,and human rights policy is a typical case.Based on the two views on the human rights policy as the breakthrough point,through the role of parliament in the government's human rights issues in Tibet and the case study of Harper's parliamentary role in human rights decision-making in China,we conclude that the parliament can influence government's policy on human rights in China,but it is not decisive,is a limited effect.The first chapter reviews the reasons and ways of the parliament's role in China's human rights policy,and analyzes the restrictive factors of Parliament's influence on China's human rights policy.On this basis,the second chapter,taking the role of Parliament in the human rights of Tibet as a case study,analyzes the reasons for the involvement of Parliament in Tibet's human rights policy and its participation path,and focuses on the introduction and analysis of the "Tibet Committee of Canada" and its role in the corner.The third chapter of the thesis defines the time in the early period of the Harper Administration(2006.1-2008.10),and introduces and analyzes the strong position and reasons of the Harper administration on the Chinese right in this period,and probes into the various channels and ways of the intervention by the Harper government on the human rights policy of the Chinese government in China.In the fourth chapter,the role of Parliament in the human rights policy in China is evaluated from three aspects: party relations,national image and China-Canada relations.Finally,the possible ways and methods are discussed from the perspective of parliamentary diplomacy in view of the disharmony factors of the healthy development of the Canadian relations.
