In modern criminology research,people pay more and more attention to the importance of "defense",especially to the The"re-crime rate" of "criminals" after they have been punished has become an important measure of "punitive efficiency".How to achieve"combination of punishment and prevention" and "combination of punishment and prevention" is a crime prevention and defense system in various countries around the world.Focus on issues of concern.After years of continuous theoretical exploration and practical experience,the overwhelming majority of countries have adopted a comprehensive paradigm theory to carry out re-crime prevention.The comprehensive paradigm is a paradigm consisting of a combination of deterrence paradigm,correction paradigm,reintegration paradigm,and deprivation paradigm.It can be seen that with the development of crime prevention and prevention system,the comprehensive paradigm for re-crime prevention in the western developed countries such as Britain and the United States has surpassed the dual paradigm of the deterrence paradigm and the correction paradigm,but it has formed a ternary or even a quaternary one.Comprehensive paradigm.At present,China mainly adopts the combination of deterrence paradigm and corrective paradigm for the prevention of re-crime,but with the social transformation and the development of change,the contributing factors of criminal causes become more and more complicated,and the criminal punishment and prevention system led by the binary combination is increasingly difficult Respond to the growing rate of reoffending.In recent years,the issue of recidivism has become even more pronounced in China's short prisoners.The re-offending of short prisoners has become an important component of recidivism;the foundation for the consolidation of punitive effects is fragile,and the time span for reoffending is short and frequent.Double high" phenomenon is serious.Therefore,this article empirically analyzes the criminal experience,education level,age structure,crime composition,and other related factors of criminals who have been short prisoners in the prisons of X prisons in Zhejiang Province,and analyzes the shortcomings based on the comprehensive paradigm.The reasons for the reoffending of criminals and the causes of the failure of existing re-crime prevention policies can be found:penalty deterrence will gradually weaken the short prisoners who have been punished by penalty;prison correction is difficult for short prisoners to achieve corrective effect;short prisoners return Problems such as the reintegration of society into hardships will lead to recidivism.At the same time,this article takes the integrated paradigm theory as a guide,combined with the new situation and new requirements of China's current criminal punishment and prevention system,and proposes three levels:"Retaining Defense,Punishing,Preventing and Preventing,and Using Finance to Promote Prevention."
