After years of development, the comprehensive administration of social security has become a crime control model with Chinese characteristics. However, as it is packed with slogans and difficult to operate, it is a priority to break though that passive situation in practice. Situational crime prevention is one of the mainstream theories on crime prevention throughout the world in recent years. With its evident effects, it now plays as an important role as social prevention and judicial prevention. The comprehensive administration of social security executes prevention measures in detail from a macro perspective, while situational crime prevention theory generalizes a guiding principle from the micro practice of prevention measures. In the author's view, it is of great value and meaning to draw on situational crime prevention theory in the process of our national comprehensive administration of social security. This paper analyses the experience of the application of situational crime prevention theory to the administration of social security in our country with the help of a substantial amount of authentic cases, and tries to find compatible points between the two. The author also holds that applying situational crime prevention theory to the comprehensive administration of social security in accordance with local conditions and transferring our focus from plucking out the root of crime to making good use of situations so as to increase the difficulty and cost of crime would help eliminate the rates of crime, save rare social prevention resources, and make the comprehensive administration of social security more effective. Moreover, it is recommended that we should further research into situational crime prevention theory and develop a cooperative relationship between situational crime prevention and the traditional approaches of social prevention and judicial prevention so as to raise the capacity of the comprehensive administration of social security in our country to a new level.
