The prevention of recidivism is one of the most important problems in China.It not only reflects the level of our criminal governance system and ability,but also represents the level and modernization of our national governance ability.On the governance of the recidivism of the released prisoners,the theory of situational criminology is introduced,and the system is also one of the situations.Taking the process of time as a clue,this paper divides the penal system,prison system and re socialization system which are responsible for preventing the recidivism of the released prisoners into three situations.In these three situations,the corresponding preventive countermeasures are put forward according to the Different Inducements of recidivism.The situational criminology theory contains many situational prevention theories.For the particularity of the institutional situation,the theory of rational choice and the theory of situational action are specially selected.The application of these two theories is more a tool and thinking paradigm.The previous comprehensive governance measures are relatively scattered,and the theory of situational criminology can better regulate and improve the previous comprehensive governance measures.For the construction of specific preventive measures,it should be more operable,not based on the relevant theories of situational criminology to create the inexperienced situational preventive measures in China,and situational theory brings us more methodology.Therefore,this paper is based on the existing comprehensive governance measures for prisoners,guided by the theory of situational criminology,to make the existing comprehensive governance measures more systematic,to make the combination of the three situational systems more systematic and to form an effective situation of "preventing prisoners from recidivism".
