A Study Of The Causes Of Policy Enforcement Deviation

Traditional policy implementation research focuses on policy makers and policy executors,but neglects the importance of policy audiences to a certain extent.This study uses the general equilibrium theory in economics to examine the policy implementation system with a new perspective,and incorporate the policy audience into the same position as the policy maker and the policy executor,and construct the analysis framework of "non equilibrium of supply and demand of policy" to examine the causes of the policy implementation deviation.Specifically,the process of the policy implementation system sets "documentary supply of policy" for the policy makers(central government),and the policy executor(local government)provides the "actual supply of policy "after its modification,which is finally implemented in the actual demand of the policy audience.there is a structural contradiction which caused by many factors between the supply of "documentary policy" and the real demand of the policy audience,and the unreasonable "policy transfer" of the policy executors will only deteriorate the contradiction.The policy enforcement deviation is based on the structural contradiction between the consistency of policy supply and the diversity of policy demand,that is,the unbalanced supply and demand of policy.At the micro level,there are a tension of actors' goals among the policy makers,policy executors and policy audiences because of the different logic of action,which leads to the imbalance of the macro supply and demand of policy.The dilemma of the low occupancy in relocation center of X place is the specific performance of the policy implementation deviation.The study finds that the state provides a unified public service to achieve the goal of social governance by means of the easy relocation policy,and there is tension between the target of the impoverished family trying to improve the diversity needs of the family function through the relocation of the poverty stricken families,that is,the unbalanced supply of the policy.In the modification of the policy,local governments are doped with the preference of local actors,which will aggravate the imbalance between the supply and demand of the policy,and eventually lead to the dilemma of the low occupancy rate of the centralized resettlement in X place.
