Research On The Precision Supply Mechanism Of Government Affair Services From The Perspective Of Supply And Demand Equilibrium

The level of government affair services directly reflects the service efficiency of local governments.In the process of further promoting the reform of"delegating-regulation-service" and the transformation of government governance,the way of providing government affair services is undergoing significant changes.The traditional government affair service is too extensive,which makes it difficult to accurately meet the diversified public demand.Driven by the public demand,the government affairs service is constantly changing towards the direction of precise supply.However,due to the lack of traction on the public demand side and the lack of innovation on the government supply side,the precision supply of government affairs services has not fully achieved the balance between supply and demand.Therefore,in order to explore its reform dynamics,operation status,causes of difficulties and optimization path,it is necessary to make an institutional explanation for the precision supply of government services based on practice.This study applies second-hand data analysis method,case study method and interview observation method,integrates the theory of holistic governance,and builds a "demand-supply" interpretation framework for the precise supply mechanism of government affairs services from the perspective of supply-demand equilibrium.Driven by the institutional environment,technological governance,demand traction and realistic pressure factors,the practice of reforming the precise supply of government affairs service has been continuously deepened throughout the country.Based on the practical experience of the reform of "Run at most once" in Zhejiang province,this paper establish a framework of "demand-supply" and takes "No need to run" in J province as an examplc to investigate the operation practice of the precise supply mechanism of government affairs service.The research finds that the dilemma of the imbalance between the supply and demand of government affairs service lies in the following aspects:on the demand side,the unblocked feedback channel leads to the lack of traction;on the supply side,the inadequacy between the various sub-mechanisms leads to the obstruction of serving citizens.The cause of this predicament stems from the comprehensive function of four aspects:the idea,the system,the operation and the technology.Therefore,the study emphasizes that in the future precise reform of government affairs service,it is necessary to further transform the subject concept,deepen the overall governance methods,develop conditions for supply and demand imbalances,and strengthen the goal of modern government construction.Moreover,around the whole process of government service,specific optimization paths are proposed from all dimensions of the precise supply mechanism at the start,process and feedback.
