Exogenous Leadership Supply And Its Impact On Village Administration

China implements the targeted poverty alleviation strategy since 2014,and this strategy has made significant achievements in promoting rural development.However,the lack of leadership in the rural governance and the absence of the main body of the village also led to tfhe fact that the country's poverty-relief resources cannot be effectively linked with the villages.In the implementation of precision poverty alleviation policies,there are practical difficulties such as misalignment and leakage of resources.The supply of exogenous leadership,such as the First Secretary and township cadres,is an institutional arrangement made by the state in the face of difficulties in the implementation of precision poverty alleviation practices in rural areas and the inability of the village's endogenous governance to effectively manage village affairs.The supply of exogenous leadership fully deploys the mobilization and organizational capacity of the administrative system.It exerts the respective advantages of the external administrative forces.And the supply of exogenous leadership has enabled the village to form a diversified governance body and promoted the implementation of precision poverty alleviation policies.The supply of administrative power has a multifaceted impact on the governance of villages.This paper takes the exogenous leadership in precision poverty alleviation practice as the research object,selects the impoverished villages in A town,Shandong Province,and conducts field research to analyze the impact of the supply of exogenous leadership on the governance of villages.This article first introduces the origin of the topic,the significance of the research,the research status in our country and abroad,the core concepts,and the selected research methods.Secondly,it introduces the policy background and practical reasons for the infusion of exogenous leadership into the village.This paper believes that the supply of exogenous leadership in the village directly results from the practical needs of precision poverty alleviation policies,and that villages cannot achieve effective autonomy is a deeper reason.Then the paper analyzes the influence of exogenous leadership such as the First Secretary on the governance of villages on the basis of the actual practice of exogenous leadership on the supply of villages.Finally,this paper concludes and discusses the institutional arrangements for the injection of the leadership of the villagers into village governance.This article believes that the supply of exogenous leadership has promoted the transformation of village governance from“government policy”to“government required policy",which has enabled effective docking between village needs and government policy agenda,improved policy adaptability,and enhanced the initiative of village governance.The division governance behavior of the First Secretary,the township cadres,and the endogenous villagers has also improved the efficiency of village governance.However,the village is a self-government organization that should take up the functions of self-management,self-education,and self-service.The state draws strength from the administrative system to provide external leadership for villages under the circumstances that the country's internal leadership in rural governance is insufficient.The exogenous village leadership focused on economic and material assistance during the period of support and paid insufficient attention to the cultivation of endogenous leadership.The supply of exogenous leadership has created new imbalances in village development.The development gap between poverty-stricken villages,non-poor villages and poor villages has widened.
