Conflicts And Cooperation In The Village Assistance Of Targeted Poverty Alleviation

In order to achieve the great goal of comprehensively eliminating poverty,the country puts forward varied policies to build a great poverty alleviation pattern.Therefore,the government requires the Party and government institutions as well as the state-owned enterprises and institutions to dispatch excellent civil servants and staffs to provide assistance in poor village.The realization of the poverty alleviation policy eventually relies upon the poverty alleviation cadre to execute the strategy.But the studies on targeted alleviation conducted by the current scholars focus more on the finance,policies and the projects than the poverty alleviation cadre.The participants of poor village poverty alleviation mainly include the poverty alleviation cadre dispatched by the superior departments and the local village cadres.And the cadres residing in villages need to solve an important problem,which is about how to deal with the relationship with the local village cadres as well as reduce work conflicts.And cooperation and join force of governance should be formed on this basis.By taking the methods of in-depth observation and classified conclusion,this dissertation finds that poverty alleviation cadres residing in villages will face conflicts of interest,governance measure,living custom and cognition in current targeted poverty alleviation work.In order to study the cause of the conflict and seek corresponding solution,the author applies the method of comparative analysis to discuss these four aspects: power sources,resource allocation,emotional perception and governance cost.It turns out that the conflicts can be controlled and relieved instead of being eliminated.On the basis of analyzing the reason,this dissertation puts forward four cooperative strategies to deal with the conflict,including seeking intervention from organization,enhancing political involvement,reinforcing emotional embeddedness and strengthening systematic construction.May this dissertation provide a reference to the targeted poverty alleviation cadres so as to facilitate a smooth progress of targeted poverty alleviation.
