The inspection system at municipal and county level is an important part of the country's political inspection,and also a major innovation in party and government supervision at local and grassroots level.Based on a case study of political inspection in Yuzhong City,Henan Province,this paper analyzes the institutional innovation,operational mechanisms,practical performance,and constraints of the current inspection system at municipal and county level,proposes suggestions for further strengthening and promoting the supervision system of the local party and government,and theoretically interprets the power relations,institutional evolution and political logic of political inspection at local level.This article is divided into seven chapters,mainly introducing and discussing the following five questions:(1)The history and experience of the inspection system.This article briefly introduces the development of the inspection system from "patrol of the emperor" of the pre-Qin period to the inspection system of the Qing Dynasty,and sorts out the development of inspection since the founding of People's Republic of China,through which,the article analyses the establishment of the inspection system at municipal and county level in the new area and the relationship between the new and previous system.(2)The linkage between political inspection at provincial level and political inspection at municipal level.This chapter,combining the case study,discusses the relationship,particularly how to maintain the linkage and close cooperation between provincial inspection and municipal inspection,and discusses political goals,mechanism,and theoretical basis of the inspection at municipal and county level.(3)Transverse relationship of power and the operational mechanism of political inspection.Through the investigation of the political and power status of municipal inspection offices in the municipal administrative functional departments and party committees and the office's personnel and organizational relationship,the article explores the status of the municipal and county inspection in local power and organizational systems and its influence on local authorities.(4)The performance of political instruction.Since the most prominent characteristic of political inspection is "taking a clear political stand" and "setting rules",this article analyzes the practical performance of local inspection through specific examples and discusses the regulatory and guiding role of the inspection system in local party and government organs and the behavior of officials.(5)Constraints on political inspection.Political instruction,as a newly established supervision system,involves multiple adjustments of power relations,and also faces many constraints during the advancement and practice of political instruction.In particular,political instruction involves the external relations between other supervisory authorities of the party and government and power subjects and the coordination of the internal structure of the inspection agencies.At the same time,political inspection also faces such problems as the cooperation of inspections at different levels,as well as information asymmetry and selective execution during inspecting,which needs to further improve the relevant mechanisms to rationalize internal and external relations.Based on the above analysis,this paper proposes the following suggestions for further strengthening and improving the local inspection system:(1)Fulfill political responsibility.The establishment of political responsibility is a improvement and supplement to the inspection system at municipal and county level.The value of the existence of political inspection is designed for how the local party committee can exercise rigorous governance over the party.However,political inspection faces bureaucracy and formalism constraints caused by traditional political culture and traditional social culture.It can also be seen that the improvement of the municipal and county inspection system should be guided by the above problems,and improved in a rational manner,so does the political responsibility mechanism,which can not only enable the administrative staff to improve their efficiency,but also to a certain extent,raise the political beliefs of "taking a clear political stand" and "setting the rules",(2)The integration of political inspection and the power of local supervisory commissions which means that they supplement functions and powers of each other,and indirectly provide legal protection for political inspection.At the same time,the power of local supervisory commissions which is responsible for the party committees integrates that of the municipal and county inspection agencies.The local supervisory commissions supervise municipal and county inspection agencies,a kind of continuous and mandatory supervision mechanism guaranteed by law,and the power integration of political inspection and local supervisory commissions is a systematic integration within the main body of power supervision,which enhances political supervisory authority of political supervision to a certain extent.
