The Yangtze River is the mother river of the Chinese nation.Yangtze River shipping is the basic support for economic development along the Yangtze River and is also an important condition for the development of the Silk Road Economic Belt and the 21st Century Maritime Silk Road.It has special features in China's socialist economic construction and social development.Strategic Position.In September 2016,the CPC Central Committee promulgated the "Outline of the Yangtze River Economic Belt Development Plan" to promote the development of the Yangtze River Economic Belt and become a national major regional development strategy.With the rapid economic development of the provinces and cities along the Yangtze River,the transportation of dangerous chemicals on the Yangtze River is increasing.The Yangtze River's golden waterway has become the main channel for the transport of dangerous chemicals in the eastern and western regions of China.The ever-increasing number of dangerous chemical transports poses more serious threats to the lives of residents along the Yangtze River and the natural environment.While the Yangtze River Shipping has effectively promoted the economic development along the Yangtze River,it also caused damage to the transportation safety and ecological environment,resulting in safety hazards and the occurrence of various safety accidents involving the transport of dangerous chemicals,which caused huge economic losses and also produced bad social influence.The issue of safety supervision over transportation of dangerous chemicals on the Yangtze River will be more prominent,and it will surely cause great concern of the entire society and the government.The current supervision and control system for the transport of dangerous chemicals on the Yangtze River,both in terms of legislation,law enforcement,and the judiciary,clearly lags behind the actual needs and development of dangerous chemical transport safety supervision,and the contradiction is very prominent.Through studying the laws and regulations in force in our country,we found that the regulatory system for transportation of hazardous chemicals is still incomplete.There are many systems for the production,storage,and application of hazardous chemicals in industrial sites.However,there is still a lack of complete supervision system and measures.over the safety of dangerous chemicals and waterways.Therefore,how to supervise,how to prevent,and how to rescue the dangerous chemicals transportation along the Yangtze River and establish a reliable supervision system has become an important research content for the Yangtze River shipping management.The formulation,improvement,and implementation of the safety supervision and control system for dangerous chemicals in the Yangtze River is an important way to strengthen the government's ability to monitor and control the safety of transportation of dangerous chemicals on the Yangtze River and improve the level of safe production supervision in the industry.It is an enabling tool to ensure the order of water transportation in the Yangtze River and prevent environmental pollution in the Yangtze River.It is also an auxiliary tool for promoting the transportation of hazardous chemicals by the Yangtze River to enhance environmental protection and prevent and suppress environmental
