From the 1970s,transboundary movement of waste has appreared in the world.Some developed countries transferred waste to other countries legally or illegally to developing countries, posing a great negative impact on people;health and the environment of the developing countries.Transboundary movements of hazardous wastes which infringed environmental rights of other countries and breached the basic principle of sustainable development,should cracked down and thoroughly corrected.After great effort,the international community currently has made a multi-level legal framework controlling trans-boundary movements of hazardous wastes.This framework ,revolving about"the Basel Convention Controlling Trans-boundary Movements of Hazardous Wasters and Their Disposal",is composed of global and regional conventions ,bilateral agreements and domestic legislation,etc.This paper consists of 8 parts.The first part summarize the concept of trans-boundary movements of hazardous wastes. The second part analyses the challenges of the related International Conventions in the area of the trans-boundary movement of hazardous waste on WTO principles of free trade.Part 3 to part 6 are about the international legal system and legal principles of the trans-boundary ,movements of hazardous wasters. Part 7 discusses the current situation of trans-boundary movements of hazardous wastes and countermeasures.Part 8 is the conclusion, for a summary of this article.
