Secretary-General Xi Jinping said that it's the basic mode of CPC leading people to govern the country,and rule of law is the basic strategy of governance,we should pay more attention to the important role of rule of law in state governance and social management,promote it in an all-around way and accelerate the establishment of socialist rule of law China.Rule the country by law not only be based on perfecting the socialist legal system,but should also focus on cultivating the spirit of the rule of law in the whole society and enhancing the effects.It has been over 30 years,since the first five-year plan of popularizing law began,and the general mode of everyone knows the law have been formed,but we must admit that there still lacks atmosphere of the rule of law of everyone understands law or everyone uses law.This article mainly consists of two parts: first,it defines the connotation of legal communication from the three aspects of the disseminators,the audience and the path,and through a questionnaire survey,the present situation of the legal communication in China is analyzed from four aspects of awareness,involvement,recognition and execution.;the two is to sum up the factors that affect the effect of legal communication from five aspects.First of all,public awareness and the needs of audience are fundamental factors affecting the legal communication.As a constituent part of social and cultural structure,the emergence and development of law can't be separated from the dual role of culture and consciousness.Social culture is the ideological soil of law,and the consciousness of the citizen determines the direction of the development of law.The two parties affect and restrict the citizen's legal needs and interests together.Second,the responsibility and awareness of the audience of legal relation restrict legal communication.Audience of legal relation act as propagator and gatekeeper in the process of legal communication.Legislature/judicial authority and administrative organizations?enterprises and institutions?citizens are one of them,taking on diverse responsibility and performing it from the subjective consciousness ? content consciousness and process consciousness.Consciousness is the guide of behavior,and the consciousness of legal communication is an important factor affecting the act of legal communication.The conveyor must face the demand of the law and formulate the corresponding communication strategies according to the actual situation.Third,the characteristics of legal information affect cognition and reception.In essence,the law is a kind of information that needs to be transmitted,and legal texts are the most common legal information of the audience.Readability refers to the comprehensibility of the article.This chapter studies the readability of three different types of legal text from the aspects of words and sentences,and concludes that professional terms,sentence length and function words and human feelings are the three factors that affect the audience's understanding of legal information.Fourth,environment and forms of communication affect the effects of legal communication.We-media has built a multi-dimensional,hierarchy,and stereoscopic communication environment,it not only speeds up the speed of dissemination of information,but also is easier to be contaminated by noise.This chapter takes Weibo as an example to analyze the propagation characteristics of legal information in the we media.Fifth,the defects of educational communication affect the effectiveness of legal communication.There are three major problems in the dissemination of legal education in Colleges and universities because of dull and dry courses,the knowledge is limited and the content is unitary.There are also three major problems in the popularization of law: pay attention to popularize and ignore interpret,pay attention to cadres and ignore masses;pay attention to form and ignore effect.
