Sources Of Officials,Term Of Office,and Local Fiscal Position

The exchange of local officials is an important feature of official governance.The exchange of local officials has important implications for the maintenance of regional balanced development.Local fiscal position reflects the local fiscal budget structure at the macro level and reflects the local government's fiscal behavior at the micro level.Therefore,it is particularly necessary to study how China' s official communication model affects local financial status and its impact mechanisms.At present,there are few academic researches on the governance of officials based on the perspective of local finance.The few researches are mostly on the level of officials' exchanges and economic development.Most of the existing studies have neglected local officials as local affairs managers and decisions on local economic development.The impact on local fiscal revenues and expenditures,therefore,the study of this article will further enrich and expand the research on the governance model of local officials,and further confirm the promotion of official championship theory from the empirical perspective,and also provide a theoretical basis for improving the performance system of officials and practical significance.This paper makes use of the personal information of mayors and party committee secretaries of some prefecture-level cities from 2005 to 2012 and the budget database of public finances and expenditures of the corresponding prefecture-level cities.Using the least-squares method to study whether the time limits and sources of local officials'tenure influence local fiscal position.The study found that:(1)The source of local officials has a positive effect on local financial status,but this effect is limited to local officials who are party committee secretaries and the municipal party committee secretary is from other prefecture-level cities;(2)Local financial status and local government officials' term It is an inverted U-shaped relationship;(3)The strength of the role of the municipal party committee secretary in taking office of the parallel exchange approach to local financial status is greater in the central and western regions than in the eastern region;(4)The age of the officials is inverse U-shaped to the degree of local fiscal status,After reaching a certain age,local officials have reduced their local financial status when they have a low probability of self-knowledge.When we add a lag variable to the set model and use the GMM method to regression the model,the regression results are consistent with the static model regression results.Finally,this article also returns a sample of observations from officials one by one.The regression results also have better robustness.
