The Chinese central government has proposed to optimize the business environment,which is conducive to the acceleration of China's urbanization process,is conducive to promoting high-quality economic development,and further requires the government to provide a higher level of social services for social and economic development.In the existing research on optimizing the business environment,most scholars only focus on the market level.The relevant research on the impact of the government on the business environment is relatively lacking,and the study on the impact on the business environment is further studied from the characteristics of government officials.It is rare.As a social manager,government officials also play an extremely important role in optimizing the business environment.By studying the impact mechanism of the personal characteristics of local government officials on the business environment,this paper not only enriches the research on the personal characteristics of the officials and the business environment,but also helps to further improve the level of the business environment in the city.This paper uses a combination of comparative analysis,theoretical reasoning and empirical testing to conduct research.In the theoretical analysis,based on the theory of human capital,institutional economy,and promotion incentive theory,the business environment is defined as five parts: institutional environment,economic environment,social environment,ecological environment and infrastructure,and from the official tenure,age,and source.And the education level,four aspects,to explore its impact on the business environment,supplement and improve the existing human capital theory of China,and draw the relevant research hypothesis.This paper first constructs a complete business environment index creatively,and uses 35 key cities as samples to make the results more convincing,and then evaluate and analyze the official characteristics and business environment.In the empirical aspect,the fixed-effects regression model is used to test the relationship between official characteristics and the business environment,and the relevant research hypothesis is verified;the substitution test,the elimination of samples,and the endogenous three methods are used to test the stability;in order to test the heterogeneity The problem is heterogeneity analysis from terms of tenure,age,education level,and source-affected business environment.The study found that(1)the influence of local officials on the business environment of the city is significant and negatively correlated.The officials are more favorable to the optimization of the business environment in the early part of their employment.(2)The degree of education of local officials has a significant impact on the business environment of the city,showing a positive correlation,that is,the higher the official education,the better the promotion of the urban business environment.(3)The age of local officials has a positive correlation with the business environment,but it is not significant.(4)The impact of local officials' sources on the urban business environment is positively correlated,but not significant.Based on the above research conclusions,this paper proposes the following policy recommendations:(1)Government officials are very important to improve the level of business environment.Officials at all levels should have clear rights and responsibilities and clear positioning.(2)Reasonably standardize the length of government officials' term of office,and optimize the local business environment by guiding officials to actively promote and make a difference during a limited term.(3)Continuously improve the academic qualifications and age structure of the officials to ensure the rationality and effectiveness of the government's business environment policy.(4)Pay attention to the field assignment of officials rather than local training.
