As a developing country in which calamities of various kinds often occur,China is at the present in the transitional stage of social transformation.Against this broad social context,the frequency of the occurrence of public crises remain at a high level,and so the threats to social stability posed by events causing public crises have attracted the attention of the public and the mass media.As is well-known to all,public crisis events are characterized by their abruptness and destructiveness,and so whether the government departments concerned are able to effectively reduce the destruction caused by such events is an issue which is closely related to social stability and public welfare,and poses a great challenge and test to various government departments.Whether the communication between the government,the mass media and the public is effective concerned with the failure or success in handling public crisis events,and it is also an important stage in handling such events especially in the age of new media in which an event that may cause public crisis may lead to some issues that require the government's immediate handling.Therefore,how to communicate with the mass media and public in the handling of public crisis is a problem that the government should study and solve immediately.In recent years,the occurrences of public crisis events in various localities throughout the country have placed immediate demand for the government to boost the government leaders' ability to communication information concerning public crises in order that public crises could be coped with nd immediately.In such a context,seeking ways to improve its ability to communicate information concerned with public crises to the public and the mass media is of great necessity for the government to adapt itself to the changes of circumstances,and it is also the immediate demand of the government to communicate effectively with the public and the mass media.In recent years new means and devices of communication such as Wechat and Micro-blog,as supplements to traditional ways of communication with the public,have been utilized by the government to improve the effectiveness of communication with the public and the mass media,and as a result the trustworthiness of the government in dealing with public crises has been steadily enhanced and people's satisfaction and sense of security have been boosted.However,there is no denying that there is still room for improvement in various aspects such as the measures taken,the training and development of specialists,the strengthening of basic communication skills,and the performance of the government's functions.This thesis is an attempt to,by using a combination of methods like Case Study,questionnaire survey and literature search with focus placed on the Fake Vaccine Incident,make a survey of the state of affairs in the government's communication with the public and the mass media when facing public crises in order to find the problems still existing in handling such crises,and to investigate the more effective ways of handling such affairs with the ultimate aim of find practical and effective solutions to problems of this kind.
