The Managemengt On Chinese Government's Image In Unexpected Public Events

In twenty-first century, with the development of the market economy and the transformation of the government function, China has gradually entered a era that the unexpected public events happened frequently. This is not only a complicated theoretical issues,but also an significant practical problem as well. It brings the loss of social wealth and the life, the damage of economic environment, and may lead to the disastrous damage of government validity, image and the political instability. The management of unexpected public events is a kind of non-normal management, so the knowledge about government's image is unstable, in this case the government should set up a well-established mechanism, high-efficiency operation system to deal with the unexpected public events, but more important, we should construct well government's image in public.Government's image is the impression of the performance and the objective effects. It includes the evaluation of the public about the quality, ability, performance and the effectiveness. Good government image is a kind of assets that is intangible; it's the important premise for the effectiveness of the government's acts. So government image problem is an important subject which should pay more attention, especially in the unexpected public events .Good image of the government could reduce social disruption, improve the government's identification and enhance the ability of the mobilization during the crisis.Currently, the study of the government's image in unexpected image in unexpected public events presents some deficiencies, such as lacking awareness of the government's image, the imperfection of the public relations system, and the problem in communication system .So there's a long way to go to the ideal image of the government. Based on this, this paper starts from explaining basic concepts, learning previous theories in the Chinese practice, then brings the government's image to a broad perspective, with the use of systems analysis, and analysis the relationship, current situation and problem between unexpected public events and the image of the government. the author are trying to put forward the strategy for government image management in the context of china,aiming to deal well with the unexpected public events.
