Research On The Effect Of Political Consultative Proposal In The Governance Of Urban Community

18^th CPC National Congress definitely proposed the parallel system that discussed the establishment of Socialist Consultative Democracy System and pointed out that“Socialist Consultative Democracy System is an important form of people's democracy in our country”and emphasized that“fully exert the People's Political Consultative Conference as and important path for consultative democracy”.As overall and fundamental work,the proposal is an important method for members of Chinese People's Political Consultative Conference to perform the duty of political participation and discussion,is also an important way to realize diversified participation in governance.In grass-roots political consultative conferences,most proposals were carried out for issues collectively concerned by the local people so that the relevant units can obtain the information in multiple fields and the constructive suggestions from proposals any time and any where except for local party committee,government,and its functional departments and party departments.The governance of community is the source and fulcrum of social governance,the modernized governance of community is the important premise and foundation for modernized governance of society.Can proposal play a role to promote the governance of domestic grass-roots communities?Can it boost construction of new communities,quicken establishing process of consultative democracy of communities and strengthen the self-governing awareness of civilians?Can it become an effective channel of communication for pluralistic governance in political consultative committees,social organizations and communities?All of these belong to the issue discovered and researched by this article.This article was taking 1,600 proposals of Luzhou Seventh Political Consultative Conferences as a first-hand reference,using the method of case study to screen out 78proposals therein related to the governance of community.Carry out the analysis of content,handle the analysis of situation and respond the analysis of situation for 78proposals through classification,and use the practical cases to analyze the role played by political consultative proposals during the governance of community.In the mean time,refer to a large quantity of articles and find the cases about participation of political consultative system for governance of communities to prove that the political consultative proposals play a stronger effect of promotion on aspects such as construction of community system,of community's office area,of comprehensive service function of community,of infrastructure inside community and of administration of residence area inside community.Committee's attention,government unit's concern and residents'positive participation are important to make full use of political consultative proposals.A certain amount of deficiency still exists for use of political consultative proposals due to the quality of proposals needs to be improved,worse condition for handling implementation and insufficient communications between community and political consultative unit.This article proposed the suggestions for boosting the effect of political consultative proposals in the governance of community based on the references said above,trying to promote the influence of proposals among grass-roots masses to make proposals hit the hot-spot issues concerned by the people more precisely and to help to provide more possibilities for solving the crux of the governance of community.
