| After the deliberative democracy is introduced into China, more and more scholars research on it. The Communist Party of China Summed up the experience of the practice of consultative democracy in china, and put forward the socialist consultative democracy system and the channels. The consultative democracy of the CPPCC is an important part and plays a important role in the system of the Socialist consultative democracy.There’s a lot of attention toward the consultative democracy of the CPPCC. Overall, the research is lagged, especially the theory lags its practice. In recent years, the concept such as consultative democracy of the CPPCC applied to the Top-level Design. Before that, The CPPCC is considered as an united front organization or a tool of the party system. The innovation is needed to adapt to the new situation. The modernization of China asks the development of consultative democracy. And the development of the CPPCC asks the guidance of the theory. It’s nessary for us to study the CPPCC consultative democracy theory from the perspective of consultative democracy.To research the democracy, especially the CPPCC consultative democracy, we can not leave the Chinese democratic practice away. This article takes the CPPCC consultative democracy for object, based on the Marx’s democracy theory and the socialism theory with Chinese characteristics, and learns from the western political theory. The theory contents, elements and the position are studied in this article.This article consists of six chapters. In the introduction, the background and significance of study, the literature of relative research, the core concept and research methods are analyzed.In the first chapter, the theory basis is analyzed from the perspective of the Marx’s political theory, the democracy theory of the CPC and the political theory of the CPPCC.In the second chapter, the practical basis is analyzed. This article divide the CPPCC’s development into five stages, the period of "The Three-Third System", as the organ of power during the year of 1949-1954, the Primary Development and the tortuous development period in 1954-1978, the recovery and further devolepment period after reform and opening, and the rapid development period since 2006. The elements, democratic forms are also discussed as a basis of the CPPCC’s consultative democracy.In the third chapter, it is about the construction of theory and the value demand. In the CPC’s consultative theory, the contents include democratic election, democratic decision-making, democratic Management and democratic supervision.The democratic participation of the CPPCC Involve in democratic decision-making and democratic Management, the supervision of the CPPCC involve in the democratic supervision. So it has own character and value demand. All this constitute the CPPCC’s consultative democracy theory.In the fourth chapter, it is studied that the elements of the CPPCC’s consultative democracy theory. From the microcosmic angle, the subjects, objects, forms, procedure and the development are analyzed. Meanwhile, the top leader’s new idea and the practice of the innovation of the Grass-roots Democracy are discussed.In the fifth chapter, we analyse the theory’s position, contribution and rightfulness. In the system of the socialism consultative democracy, the CPPCC is an important channel and the special institution of the consultative democracy. It has very close relation with other channels. Compare to the western deliberative democracy, the CPPCC’s consultative democracy is an unique pattern. We believes that the CPPCC’s consultative democracy takes the collectivism as its value demand, and it is good to overcome the potentials of group polarization in the development of deliberative democracy. The rightfulness of the CPPCC’s consultative democracy emanate from the pursuit of the basic value and the developed system which are conform to the trend of historical development,and also form the effectiveness of the developed system of the CPPCC’s consultative democracy.
