Practical Research On The Consultative Democracy In The Form Of Hangzhou People's Political Consultative Conference

Chinese People's Political Consultative Conference(CPPCC)is a system that in accordance with China's national conditions,and has distinct Chinese characteristics.Under the background of the new normal economic development and the frequent social contradictions,the CPPCC,as an important channel of socialist deliberative democracy and a special consultative body,through enhancing the institutionalization,standardization and procedural level of deliberative democracy in the CPPCC,it can organize all parties,groups,nationalities,all strata and representatives of all sectors of society,focus on the major issues of reform and development and the issues of greatest concern to the masses,unite consensus,and promote unity.The paper aims to study the consultative democracy of the Hangzhou CPPCC,and to take the innovation work as the cut-in point,excavate theoretical value and practical value of the consultative democracy of the Hangzhou CPPCC.The paper first introduces an overview of the CPPCC deliberative democracy,then introduces the innovation of consultative democracy of Hangzhou CPPCC,analyses three innovation works,including deliberative democracy extending to grass-roots level,carrying out legislative consultation,and construction of democracy system.Then raises three issues of the Hangzhou CPPCC on the consultative democracy,which are the lack of democratic legal system in consultation,the absence of broad participation in deliberative democracy,and the role of CPPCC members is not fully played.At last this paper puts forward three optimization strategies,containing the promotion of consultative democratic legal system construction,expanding the scope of deliberative democracy and giving full play to the role of CPPCCC committee.Through studying the consultative democracy of the Hangzhou CPPCC,The paper deepens theories of the consultative democracy of the CPPCC,improves and perfects the theory system,innovates ideas of work,and enriches the practice path.
