Research On The Accommodative Characteristics Of Liang Qichao's Thought Of Rule Of Law

The 'accommodative characters' concerned by this paper,is to consider the reason and rationality of a series of changes in Liang Qichao's ideological content depends on the possibility of successful regulation implementation on reality.Certainly,each change of Liang Qichao's ideological content in aspect of rules of law has its source.However,to review the content does not mean to classify these opinions radically or easily based on the extent of culture confliction,which is a way to describe the characters of particular opinions only.Therefore,the classification cannot emerge the precise conditions of generation and changes in opinion.The consistency of thought has been determined that,the first sample of western ideology obtained by Liang for Chinese tradition reform is to ascertain the Confucianism as the measure of democracy and development.Then,Confucian classics with reform thought had threatened the imperial power under his meticulous planning.Thereafter,Liang did not pursue the equity from specific affairs or value hardly.Apparently,China should establish an effective system under reasonable frameworks,which aims to reform and develop fundamentally.He thought the Chinese traditional regime and western regime were not contradictory but to provide an available way for his hypothetical development model of China.Additionally,in the modernization,the Chinese people is hardly to accept the foreign model of authority,even if the authority were replicable.Certainly,it influenced and challenge the modernization process vastly.Thus,Liang deemed that how to balance tradition and modernization were most significant.In aspect of remove or smash of obstacles in tradition,he viewed that to distinguish “conscious destroy” and “unconscious destroy” for building infrastructure in country development.Apparently,“conscious destroy” was the unique option.The Liang's approach of constitutionalism in China was advanced,which is to predict and analyze the unknown factors in country future development.Its development and changes was shown by his variable reaction to constantly changing events.Indeed,it also caused his ideology had become changeable.From different angles of representations about accommodative characters in Liang's ideas of rule of law,the rationality of viewpoint that Liang addressed and adjusted his ideas based on realistic judgments can be demonstrated comprehensively.A stable and unified mission or purpose could provide a guideline to understand the evolution of Liang's viewpoint in terms of political ideas.To strengthen the country in every aspect is a consistent concept over his accommodative ideology,which represent his ideal,objectives and a sense of mission accordingly.Thus,at that time,the current situation would generate significant influence in his ideas in terms of rules of law.Both of parliament and political party had become the major foothold for Liang to address how to improve citizenship,which also reflected its ideology never digressed from the concept of collectivism.Although the influence of political participation of citizens in a constitutional government had been emphasized and the concept of building citizenship had been proposed,the internal and spiritual meaning of democracy had been weakened during the transformation process when he deemed that the democracy is existed and served for nation cohesion and development.There is no doubt that the legislation is affected by variable factors.However,its purpose is not only to adjust or limit social behavior,the confirmation of legitimacy and the source of political rights are more significant issues for legislation's goal.The concept and concrete practice of democracy signifies that the people is able to establish a political system with full disclosure of their desires.Therefore,Liang pointed out,the representative institutions with people's desires,political party system with limited authority between individual and group and local autonomous system with certain central authority boundaries were most important to concern in the development of people's mentality of democracy.
