A Probe Into Consummating Crime Scene Investigation Mechanism

Crime scene investigation work is considered to be the most crucial and most important link in criminal investigation.It is no exaggeration to say that the pros and cons of the on-site exploration will determine the follow-up investigation work and examine whether the prosecution and trial work can proceed.As China's social system continues to improve and the progress of science and technology,the standard of on-site investigation of criminal cases also increases the demand for evidence.The old criminal scene investigation system to deal with new cases of criminal cases has become more and more difficult.Insufficient police force,self-limiting of technical staff,tradition of training methods for serving staff and lagging infrastructure are still barriers to improving the quality of on-site exploration work.How to further enhance the on-the-spot investigation level of criminal investigation departments in the country and the investigators' on-the-spot investigation ability,the public security departments have realized that this is an important issue to be solved urgently.This article is based on the literature research method,combined with the work experience of the grassroots investigators of the public security organ and the experience of the author during the internship period of the public security organ.It is divided into five parts,and proposes some countermeasures and ideas for improving the "police chief's overall responsibility and four musts" scene investigation system(the PCORFM system for short).The first part describes the potential problems affecting the quality of the current site survey work and the background of the "PCORFM" system,and briefly introduces some key concepts.Secondly,it clarified that after the operation of the past five years,the problems revealed by the "PCORFM" system need to be studied academically.The second part summarizes the characteristics of the "PCORFM" system in the operation of the public security organ through the data in the E Public Security Bureau's current survey system,the oral narration of technicians,and the personal feelings of the author's follow-up cases.These characteristics mainly include two aspects: worthy of reference by other public security organs,such as the classification of criminal cases within the jurisdiction,the technical staff of the technical room and the technical personnel of the police station,and the inadequacies in the operation,such as when investigate the crime scene several technicians are absent-minded,and the mechanism for linking investigators and technicians is not perfect.The third part carries out an in-depth analysis of the factors that influence the implementation of the "PCORFM" system.The factors affecting "must inspect the crime scene","must collect evidence","must input case information","must compare" are listed from a subjective and objective perspective.Subjective aspects such as technical personnel self-imposed limits,negative ideas;objective aspects such as material contamination,cross-regional,cross-parts of information sharing platform has not yet been completed,subject to basic work restrictions in the previous period.The fourth part discusses how to perfect the "PCORFM" system.Mainly to improve the laws and regulations,improve the technical staff and improve the infrastructure as the starting point and the end result.First,improve laws and regulations to clarify the legal responsibilities of technicians in transportation,transfer,and preservation of evidence;secondly,use VR technology to provide professional training for technical personnel and enhance the sensitivity of technicians to sources of evidence pollution to improve the business level;The third is to build a cross-departmental,cross-regional shared platform to improve the efficiency of technicians' comparison of evidence.The fifth part mainly summarizes the content of this article.Once again emphasizing the importance of site survey work,site surveys can provide a rich and detailed basis for follow-up case study,review and prosecution,and court trials to help investigators and judges to recognize the facts.And put forward the deficiencies of this study and the "PCORFM" system in the future should be further research direction.
