A Study On Administrators' Ethical Competence

The emergence of ethical competence theory has provided solution for increasing ethical problems.Ethical competence not only meets the need of administrators'performance,but satisfies the pursuit of good governance as well.The study tries to give a theoretical analysis of administrators' ethical competence,exploring the demand of public administration for administrators' ethical competence and analyzing the effective way of developing administrators's ethical competence.Therefore,the study analyzes the connotation,components and attributes of administrators's ethical competence.After analyzing the objective demand of public administration for administrators' ethical competence,the study explored the construction approaches on the background of Chinese culture.This study showed that administrators's ethical competence is the qualities and abilities of reflecting on and dealing with moral dilemmas according to ethical principles.with moral cognition,rational deliberation and practical skill as its basic elements.Besides,it is with constitutional,practical and standard characteristics.Administrators' ethical competence is required by public administration.It not only has positive impact on effective governance and helps solve problems of public administration,but exerts great influence on other public competence.In consideration of the particularity of China's national conditions and constitutional characteristic of administrators' ethical competence,the construction of administrators' ethical competence of Chinese administrators must combine Confucian traditional thought,and can be done from national,social and individual levels.On the one hand,the study fills in the theoretic gap of relate study in the Chinese academic circle,on the other hand,it can update the conventional notion and enhance the governance capability and governance level of the Chinese public administrative.
